In November 1997 the Secretary of State for Education and Employment in England appointed an advisory panel to "provide advice on effective education for citizenship in schools". The Advisory Group for Education on Citizenship published its report "Education for Citizenship and the teaching of democracy in schools" on Sept 22nd 1998. A full copy of the report is available to view and download from this location (requires the Adobe Acrobat Reader).

This paper addresses two major controversial, social and educational issues: the teaching of ethics in the public schools--especially from Junior High through High School--and the teaching of evolution science. The author argues that the controversies illustrate a contradiction in the very nature of "rationality" that materialism has sponsored; and second, provides an opening for an alternative educational policy.

Kappan, the professional print journal for education, addresses policy issues for educators at all levels. An advocate for research-based school reform, the Kappan provides a forum for debate on controversial subjects. Published since 1915, the journal comes out monthly, September-June. The web site contains an author index, contents tables and around 90 selected fulltext articles. There are links to the web pages of the Phi Delta Kappan organisation itself.

The Office for Standards in Education (OFSTED) is a non-ministerial government department independent from the Department for Education in the UK. OFSTED's remit is to inspect, report on and improve standards of achievement and quality of education through regular independent inspection, public reporting and informed advice. They provide a four yearly inspection of state funded schools in the UK, the reports of which are available for browsing. The reports are organised by type of school (nursery, primary, junior, secondary and special) and from there they are organised by Local Education Authority areas. The reports should be made available within 12 weeks of the inspection. The format of the reports requires an adobe acrobat reader - this can be freely downloaded from the site.

The Centre for Educational Research and Innovation (CERI) is part of the OECD. It promotes research and innovations in education and carries out some research studies of its own. Summaries of its research programmes and publications are included, as is the full text of "Education at a Glance - OECD Indicators" and "Education at a Glance - Analysis". The indicators aim to be the consensus of professional thinking on the comparative measurement of international educational performance. The Analyis addresses selected themes or importance to governments and presents implications for educational policy.

Policy Review.com is the journal of The Heritage Foundation, perhaps the most influential public policy think tank in Washington, USA. (The Heritage Foundation seeks to "formulate and promote conservative public policies based on the principles of free enterprise, limited government, individual freedom, traditional American values, and a strong national defense"). This on-line journal is a useful source for aspects of social policy, including Education Policy discourse.

This WWW site is the electronic library and resource center of the Montessori Foundation. The Montessori Foundation is a non-profit organization dedicated to the advancement of Montessori education in the United States and abroad. The site contains details of the organisations, resources it offers and of its schools. There is also a library of documents about the organisation, its educational philosophy and practice which are organised in three categories: Montessori school leadership; about Montessori education; articles of general interest to parents.

The National Association for the Education of Young Children (NAEYC) is America's largest organization of early childhood professionals and others dedicated to improving the quality of early childhood education programs for children birth through age eight. NAEYC's primary goals are to improve professional practice and working conditions in early childhood education and building public understanding and support for high quality early childhood programs. This WWW site contains contact details, policy statements, and news reports. There is also a searchable index of articles from the association's journal 'Young Children', apparantly aimed at childcare professionals and a number of short articles in a series 'Early Years are Learning Years', apparantly aimed at carers.
